Membership Update: August 2025

CUPE 503 Members at the Ottawa Public Library:

On Monday, July 28th 2025 the ratification Count was completed for OPL Collective Agreement and CUPE 503 Members ratified the Tentative Agreement. We communicated the outcome of the vote to the Employer and last week the Employer also ratified the Tentative Agreement. We understand the Employer is starting to work on the implementation of the changes and retroactivity for the members.

CUPE 503 Members at Ottawa Community Housing:

A detailed communication was sent to all OCH members with the next steps of Solidarity September as we ramp up activities before the Conciliation date scheduled for October 2nd 2025. A communication will be going out with the reminder and zoom details of the Member Engagement Hybrid Meeting scheduled for Wednesday September 10th between 6-8pm at the CUPE 503 Office at 1505 Carling Ave and on Zoom. 

CUPE 503 Members in the City of Ottawa Inside/Outside Collective Agreement:

Your CUPE 503 City of Ottawa Inside/Outside Bargaining Team held a Member Engagement Hybrid Meeting to provide an update on the bargaining table on Thursday, June 26th between 6-8pm. After many days of bargaining with the Employer and no response to the Union’s financial package from the Employer your Bargaining Team filed for Conciliation with the Ministry of Labour. This is a normal process where a Conciliator will meet with the parties to try to move bargaining forward. Your Bargaining Team offered dates to the Employer through July, August and September to continue bargaining and the Employer has accepted a series of September dates. The date for Conciliation has also been scheduled for September 10th 2025.

CUPE 503 City of Ottawa Part-time Recreation & Culture and Summer Aquatics Members: 

Your CUPE 503 Bargaining Teams have reached tentative agreements for both the Part-time Recreation and Culture Collective Agreement and the Summer Aquatics Collective Agreement. After two Member Engagement Sessions held early August Ballots are due to the Office today, Wednesday, August 20th at 1pm to be counted. A communication will be sent to members with the outcome of the Ratification Vote. 

Sandfield Place Long Term Care:

The first date of bargaining is scheduled for October 1st 2025.

Forest Hill Bargaining Update:

Your Bargaining Team had two dates with the Employer on March 26th and 27th 2025. A freely negotiated Collective Agreement has not been reached and the outstanding issues will be referred to Interest Arbitration for resolution. Once we have the dates for the Arbitration we will provide an update to the Forest Hill membership. The Employer has reached out the Bargaining Team to schedule dates to return to the table and we are working to confirm dates.

Embassy West Retirement Residence:

On April 24th 2024 the CUPE 503 Bargaining Team met with the provincially-appointed Conciliator and the Employer and bargaining reached an impasse. The outstanding matters for the new collective agreement will be referred to Interest Arbitration. The Parties came to an agreement on the selection of an Arbitrator and the parties met July 10th 2025. A second Arbitration date was determined to be necessary and was scheduled for Tuesday, August 12th 2025 and now a third date has been scheduled for the Interest Arbitration on October 14th 2025.
