Bargaining Updates

City of Ottawa Inside Outside Collective Agreement Printing: 

On January 10th 2023 CUPE 503 signed off on the quote for the printing of the Collective Agreement. The Employer is taking care of printing logistics and once the new booklets arrive at the 503 Office we will provide an update to the members. In the Interim the Final Signed Collective Agreement is on the CUPE 503 website here https://cupe503.com/collective-agreements/

City of Ottawa Part-time Recreation & Culture Collective Agreement Arbitration:

On October 24th 2022 the Employer and the Union had the first Interest Arbitration date to resolve the outstanding items for bargaining your Collective Agreement that expired December 31st 2019. A second date was required and scheduled for December 16th 2022 with the Arbitrator.

On December 15th 2022, the Arbitrator released an Interim Award covering wages for this Collective Agreement. The details are below:

  • economic increases:
    • effective Jan 1 2020 – 1.8%
    • effective Jan 1 2021 – 1.5%
    • effective Jan 1 2022 – 1.75%
  • wage adjustment effective Oct 1 2022 – 1.55%
  • appendix D (job titles) and E (salary schedule) to be amended 
  • retroactive adjustments for economic increases effective Jan 1 2020 and Jan 1 2021 will take place no later than 90 days from the date of the award
  • retroactive adjustments for economic increases effective Jan 1 2022 and Oct 1 2022 will take place not later than 120 days from the date of the award.

We now await the final award on all other outstanding matters from the Arbitrator that were presented December 16th 2022 and expect to receive it within 90 days.

City of Ottawa Aquatics: 

After several bargaining dates the Union has filed for Conciliation because the Bargaining Team feels bargaining has broken down with the Employer. A Ministry of Labour Conciliation Officer has been appointed and the parties are now working to find dates for another date to try to move bargaining forward. In the event the Parties cannot reach a tentative agreement then a No Board Application will be filed and if accepted by the Ministry of Labour than the outstanding items will be referred to binding Interest Arbitration for resolution.

Forrest Hill Long Term Care:

The Bargaining Team will be developing proposals for this upcoming round of bargaining taking the feedback from the Members Survey as well as the engagement sessions that we hosted late last year. On February 27th two zoom sessions will be hosted by the Bargaining Team to review the proposal package with the Forrest Hill Membership. An email, as well as a mailing through Canada Post will be sent to out Forrest Hill Membership List in February for how to register for the session. The first date of bargaining is February 28th 2023.

Embassy West Retirement Residence:

Bargaining is expected to take place in March 2023 for this Collective Agreement. We will be reaching out to the Embassy West Membership with engagement opportunities and next steps in the coming month.

Ottawa Sports & Entertainment Group:

Bargaining preparation is underway with the Bargaining Team and we are currently working on dates for the Parties to commence bargaining.

Other Bargaining in the coming months:

The Local will be pulling together both Bargaining Teams for Sandfield Place members and the Ottawa Humane Society as these Collective Agreements will have tables convened in the Spring of 2023.

CUPE 503 Membership Survey on General Membership Meetings

At our October 2022 General Membership Meeting a Motion was passed to strike a General Membership Meeting Sub-Committee with the following mandate:

“Local 503 shall strike a committee to study the barriers to union member attendance to GMM. The committee shall explore solutions and present them to the union executive by Jan 31, 2023”

An Expression of Interest was completed for volunteers to serve on the Sub-Committee and 7 Members have been meeting to carry out the mandate of the motion.

Here is a 9 Question Survey that will take about 3 Minutes to Complete. The Survey is open from Monday, January 16th to Monday, January 23rd and on Wednesday, January 25th the Sub-Committee will review the survey results.

CUPE 503 Paramedic Service Members Meeting

On Monday, January 30th at 7pm CUPE 503 will be hosting a Hybrid Paramedic Service Members Engagement Session on Workplace Culture to inform the 503 Leadership on current issues and concerns facing our members in the service. The meeting will take place both in-person at 1505 Carling Ave and on Zoom. Call-out for CUPE 503 Membership Ambassadors

CUPE 503 is looking to recruit Membership Ambassadors to be contacts in workplaces and share information with Members.

What you can expect?

  • Receive hard copy mailings to post in your workplace
  • Pass along our CUPE 503 New Member Booklet to new members in the workplace
  • Assist new members with identifying who their Shop Steward and Joint Health & Safety Committee Representatives are in the workplace
  • Assist with harvesting Personal Email Addresses of Members

The February 2023 Hybrid General Membership Meeting is scheduled for Tuesday, February 21st 2023 at 7pm. The meeting will be held in-person at 1505 Carling Ave and on Zoom. Promotion will commence as well as the registration link available on February 1st 2023.
